My nan lives in an apartment block units of the Commission. It has a lock with a metal lid slightly above the entry point. Someone has a value above the door, so you can still up to the point of power. Has anyone a method or something that can be bought at a hardware store to know to prevent this?

the only thing I can think of is to completely remove the lid and boxes in the PowerPoint.
All people are created, can be overcome by man. Is this really a big problem will be lost with the amount of electricity?
